I think there are people who are quite excited at being able to pull on the GBR kit and run for their country, even if it is in a B final.

Which are the WRE events where "big points" can be scored? In my experience, the top points are not always scored in races where there are loads of great people running (which is what you seem to imply e.g. O-Ringen, Nordics, A finals at WOC, Europeans etc.). You often to score them in races where a few good people are running, but not trying very hard. In fact B finals can be a good source of WRE points if someone fails to qualify and just jogs round for a bit of training, or out-of-season races say in Portugal / Spain in February. In fact maybe the answer to gg's question is "someone who wants lots of WRE points" (I'm sure there are people who are obsessed with such ranking lists...)!
