I only hope the reason was some sort of last minute problem, not planned. If planned, their inclusion in the start list (first start block for all 3) is at best morally dubious, at worst cheating. The athletes do British orienteering proud at JWOC. Team management need to remember that they are representing British orienteering too in the decisions they make at JWOC.

Why?
I do completely agree that juniors should be allowed and encouraged to run whatever they want at JWOC. Unless you have a genuine podium chance in something else then it's a massive waste to skip valuable experience (and fun) which will be harder to come by as a senior.

See the bulletin page 13, section 21. If you have four athletes running, one of them must take the early start block. This is a fairness system that ensures every nation gets a spread of start times through the start block. You can't just opt for middle and late start times, you have to take your share of early start times too.

It also means some people have a 2 minute start interval whilst others get 1 min

Blimey you're a super fan, I hadn't got as far as reading the bulletin!
I see your point though. I don't think it's cheating but it's clearly a bit sneaky/unfair on nations with <6 runners
