That is my interpretation.
Having the lines point at each other doesn't sound ideal, but looking at them then I'd interpret the more SW one as showing the height of the ground nad and the other one showing a bit of re-entrant shape to the NE.
Kites look similar height and as they are between contours it is hard to tell anything different.
If those circles shown above are the correct size then they'd be 30m radius (on 1:10, I don't recall what 1:15 have - too many years since I ran on them) so even for similar features they aren't too close. The other re-entrant to the NW though does look like it is within 60m and since it looks similar on the map probably looks similar on the ground.

here is what I think is happening.
In the SE sector of control circle 17 a contour crosses a path, showing a re-entrant.
the northern element of the contour heads WSW and then is broken to make way for the display of a gully, a form line (below), a ditch and a second form line (above, fractionally) it then re-appears on the SW edge of control circle 14 curving off to the nw.
The second form line (the one fractionally above) describes the small re-entrant which is control 14, it then heads off NE and ends in the thicket.
maybe a bit overmapped ?
perhaps this overmapping and the difficulty in interpreting it - even when sat at home - should sound alarm bells when planning controlling.
anecdote
A JK relay 1st leg once I was racing in the pack and we all missed a control, ran a wee circle or 2 before finding it. Several good orienteering brains were involved. Come the finish a wee bit of discussion and we decided there was definitiely something very wrong and we should alert the controller / planner as soon as possible before the race was compromised. As soon as we appeared and said - "it looks like theres a problem with one of the controls" the reply came " I know which one you mean........." !!!!!!

It's all good.
This is a new section of map, prepared for a Wednesday night event. It's great that someone is willing to do it, and we shouldn't expect the same standards as at a £28 race.
I hope we're all enormously thankful to the mapper, and that the mapper is taking comments made in the right spirit; a desire to make the map better.

That's exactly my interpretation and what I tried to say above.
Maybe the lower contour could be lowered a tad and the form line end pushed back a bit to give more separation, but otherwise it looks fine (for what is presumably quite complicated).

Many thanks for all the comments... we will be taking another look at this area of the newly extended Frith Hill map before it is used again. Apologies to the competitors who found the control to the NW a little frustrating given the slow run/walk/fight in the rhododendron.
In hindsight the decision to use three controls in this area was one too many; it was a late change in the planning to split the Brown, Blue, Light Green and Score cse runners by adding an additional control.
We attracted 300 competitors... a great turnout for a Wed afternoon event which extended into the evening for SN Trg (the score cse).
A few pictures here; some featuring the controls sites that have been discussed in this thread:
