there's a lot of new money on offer in these four posts: nearly £50kpa in salary ( 390 days @ £120 a day ) plus expenses, which are bound to be huge if the people will actually meet the athletes.

I don't think its new money - last year there was a part time Development Coach (Liz Campbell) and full time Talent Coach (Jackie) - these old roles have been split into four although the job descriptions suggest they could still be combined.
