It isn't - just like athletics we allow non-members to compete as many times as they like.

And athletics doesn't insure non-members anyway, even for their first three events.

Really?
Yes: in answer to the FAQ question about whether non-members are covered by the insurance, in order to be covered after their third event, they need to join British Orienteering. If they don't, they won't be covered for their liability by the British Orienteering insurance.
As roadrunner has reiterated, other sports don't insure non-members at any of their events, and it isn't a huge problem. The main issue is the potential reputational risk to the sport from an uninsured non-member causing some damage and whoever suffers the loss being unable to recover the costs for repairing it.
It think it's worth repeating that line from Mike's last eNews:
The club and its officials will be covered for public liability insurance regardless of the non-members situation

Oh for pities sake! Go back to the document you quoted and look at the context. It is in a document entirely about insurance and in answer to the Question:
Are non-members covered by the policy for ‘taster’ sessions?
So, after 3 events non-members participating in orienteering events are in exactly the same position as non-members competing at athletics - or whatever else they might be doing on a Sunday morning. They are not covered by the 3rd party insurance which they were almost certainly entirely unaware of when they participated in their first 3 events.
