Its a bit worrying that BOF missed its participation target to 20,000 for the first part of the year. Doubly so in that decreasing entry will I assume put future grants at risk and there is an immediate loss of budgeted levy revenue of £ 20 k. which is probably not recoverable.
20k seems like a large number but it should be viewed in conjunction with the actual target (which the article fails to do). Is it a 1% shortfall (so what ?) 10% shortfall (starting to get worrying), 50 % shortfall (we are in deep do-dos). Does anyone know ?

The Board Minutes reported a deficit of 30000 participant runs across events and activities in the January-March period against the 2012 Jan-Mar period.
The full year total participants for 2012 were
Level A: 17290
Level B: 31030
Level C: 47057
Level D: 89632
Activity: 62116
Total: 247125
So a 30000 shortfall in a quarter would appear material

Well there was a lot of bad weather Jan to March. Bad enough to put people off, prevent them getting to events and even for events to be cancelled
