Look to the organisers or the controller who acted in a way that allowed this situation to develop. They maybe hard working volunteers but this time they screwed up.... it happens, get over it and don't take it out on others.

Go down that road & you need to be very certain of what you are doing. City of London is a public race with no restrictions on entry as far as I can see. The guy has not been proven to have broken any rules.
