Does this mean that those who have attended an Event Safety Course cannot act as mentors / sign off Risk Assessments for Level D / small-scale events ?
If so, does this not remove one of the reasons for attending such a course ?
Does it now mean that all Level D events must have a full Controller / Licenced Coach ?
If so, I suspect the rule will either be ignored or there will be a considerable reduction in the number of Level D events taking place, and how will that help to grow the sport ?

I should probably read the full new rules before posting this, but I do have a day job to do .....

well the rules say:
1.7.3 The Organiser shall take responsibility for completing the Risk Assessment Form for the event (available from the British Orienteering web site).
1.7.4 The form shall then be reviewed by the Controller who will sign the form to confirm that it has been reviewed. At event Level D this review, if not by a Controller, may be an Event Safety Workshop Tutor or a licensed Coach. In all cases the person reviewing the form must be different to the person who has completed it.

but thankfully they also say:
1.3.10 For Level D events, the Organiser may vary or supplement the existing Rules to meet particular local requirements, subject to approval from the Club that registered the event.

Will this satisfy the insurance company in the event of a third party claim?

With any activity which involves published results now being a Level D event (and subject to levy) then should we not be making it easier rather than harder to organise? By all means ask the organiser to assess the risk, but what do the bureaucratic signoffs really add?

Shadowed competitors are no longer automatically non-competitive. This has been changed to reflect current custom and practice. The onus will be on the Competition Rule to; disallow shadowed competitors, allow but make them n/c or allow them to be competitive.
This will in practice mean that for the vast majority of Level D and Level C events where there are no “competition rules”, competitors being shadowed will be treated as competitive.

Interesting that Level C events have no 'competition rules' - yet are ranking events!

Competition rules have nothing to do with the level of an event, but are the specific rules of a competition that may be held at an event of whatever level. Thus most level B events do not have competition rules either - unless that event is hosting a particular competition. Often the competition rules will specify the level of event that is required to hold that competition - this will be level A or B for important competitions, but may be level C or D if the competition does not require that quality of event.

For example, our local schools league has a set of competition rules that permits competitors on the yellow course to run in pairs - and is held at level D events.
