Format as in "which races are on what days" wasn't announced, format as in "Old WOC or New WOC?" was.

Sounds like a worthwhile meeting then with a fair bit discussed.

I don't remember any of this being announced. Dave's presentation was a very broad look at "What is a WOC"? which Roo summarised and was followed by the development, for most of us, by the development discussion which Hilary has written up.
What else went on in the morning and in the other meeting in the afternoon remains, I believe, the subject of confidentiality agreements.

Nothing was announced though old or new formats were discussed at the closed session but with no indications given at the open sessions on what had been recommended.

Have to admit I thought there was a pretty clear steer as to BOF's favoured format. And I don't see what the problem might be with announcing the current thinking with respect to which races will be held, especially as at this stage it's all provisional, given that IOF haven't confirmed the spec for the races in the new WOC programme, and that on current form there's a fair chance that next year the IOF will introduce a 3-legged race or a motor-paced mass start a la keirin
Incidentally the Italians (WOC 2014) don't seem to be sure what they're doing yet or even how many finals there will be

2014 is far to far in the future for Italian way of thinking, in fact they are still recruiting planners for WMOC2013: this is the country of last minute dot com with strategic planning and long term thinking considered to be strange esoteric north european things

Everything will happen at last safe moment and normally be done well. The Elite who came to MOC will probably tell you it all went well even if one day was planned 12 hours before the event

hop fat boy, hop!
