If the race format is 2 men and 2 women that means only two forking options (if it is to be fair). Not very challenging nor likely to lead to splitting of the race. But perhaps IOF want a head to head cross country race which could be easily televised?

If you really wanted more forking options you could always plan a four wing butterfly.
In any case, I don't see how two forking options are less challenging than three. It is the act of forking rather than the number of destinations that matters as it means everyone has to read their map. In an urban sprint this is far more of a challenge than in the forest as you cannot tell whether the person you are following has just made an interesting route choice or is heading for a different control.
