S195 is not irrelevant. Granted that s195(6)(a) would not apply because representing a club would not fall within the 'country, place or area or related association', however, it would fall within ss(6)(b), as it would be in pursuance of the rules of the competition (with only British nationals being eligible).

This would seem to be the relevant bit of the rules. Again, yes we want the rule changed but implying relay captains would be discriminating doesn't seem to be the way to get it changed.

The point is though that they can run but can't count for prizes so it is actually up to the team captain whether they pick them for teams or not.
I think it is quite funny that we have this rule whilst GG is driving around in a car with Swedish Champion written on the side!

I would say that it turns on the definition of the word 'compete' in s195(6)(b). While a team with a non Brit in it can take part in the competition they can't 'compete' as the team would be deemed non competitive.
Therefore, in order to pick a team that can compete, the relay captain must pick an eligible one and that is covered by this section.

We have someone who competed for England in the Home Countries match but is not eligible for the British Championships!

England (and for that matter, all the home nations) have different eligibility criteria that are not determined by British orienteering.

The ideas on being competitive or not seem to vary on each thread so this may be more contentious than you think (see Scott on another thread) and the UK relay league throws in another decision for club captains to make in the open classes.

If EBOR really has such a big problem with imports (which they must with all this fuss), why aren't you in the process of working around it? If there's one thing international athletics shows us, it's that getting a new country is easy.

Well Young Neville is proud to be running in a NC relay team at the British because it contains a foreign national - I hope they win then we can expect a highly entertaining storming of the podium (knowing Neville probably naked)

I know my son rowed for Wales and played bridge for England, but at least they were different activities.
