And nobody was more disappointed or upset than the organisers. A real pity for all, as the areas, maps courses and all the ancillary bits for both days were excellent.
so England win based only on the Individual scores.
The overall trophy wasn't awarded this year.

Credit to the organising team for coming out so quickly with an explanation. It must have been really frustrating for the competitors. On the plus side - happening just after the award of the WOC is better than just before....

It is actually quite hard to cross check a relay. Once the map is in a bag, it shouldn't be possible for the runners to figure out which course they have. Which means it wont be easy to check either. There are things you might do like putting a gaffling code on the back with bogus characters that the organiser knows and the competitors don't. But I've very seldom had a relay map which has enough information visible to perform a cross check.
Happens quite often in relays, like in the last VHIs I ran, though on this occasion the organisers owned up. Good for them.

In an already complicated sport such as ours relays are the most complicated. Try as we will, mistakes will occasionally happen, and more rarely still will be admitted to.

(No criticism intended of the VHI organisers intended - I just can't resist a good opportunity to get back on my map-board hobby horse
