However I think that Martin might have been better to have referred it to the jury himself as he might have had a conflict of interest given the circumstances?

Thanks, that makes sense. I can understand why it wasn't done on all courses, though - I imagine the extra litho setup and printing costs if you doubled the number of maps needed for all the North start courses would have pushed up the entry fees a bit!
