Well I found it quite easily.... events on the dark blue bit at the top.... then rules on the light blue bit comes up.... but never fear.... ever since I became a Grade 3 controller in 1974 it's always been shall means definate.........
And you never asked for a link... just which set of rules... you got what you requested... not my fault that you didn't actually ask for what you wanted

I see what you mean, I think you should be able to get your Dads time for day 3 changed, it shouldn't be 3 hours after your & your mums starts. As I didn't do my own entry, I am unable to answer your query about start time options.

I got from the details:
Day 1 - Wearing a race number is compulsory but safety pins are not provided. Complete pain in the arse - I usually forget them.
Day 2 - "Shorts will not be permitted should the weather prove hot. However, if it does then short sleeved tops are permitted." WTF? Does this mean that in cold weather long sleeved tops are compulsory?
Days 2 and 3 - "be sure to wash your hands before eating". Thanks for telling us that. Twice.
Day 3 - Some fences have compulsory crossing points marked with purple overprint. Some other fences have stiles, some of which are mapped (but not with purple overprint) and some of which are not. It is wholly unclear whether crossing by the stiles is meant to be compulsory. Other fences are crossable anywhere.

Too right. I forgot mine at the OMM this year and spent the whole day in a huge crocodile.

Can't help but think of greenwash when I see something like this. If I'm cycling to an event, the last thing I want to have to do is lug the extra weight of a litre of water on my back. (And chances are I've had to buy it on the way anyway, so not saving any plastic.) And if it's a hot day, then I would appreciate a drink on crossing the finish line, not having to head all the way over to my bag or a shop. Sorry, but not providing drinks for events is pure and simple profit-making (and saving on volunteer effort and logistics - which is fair enough), there is nothing environmental about it whatsoever. Provide recycled paper cups if you really want to save the environment.
Safety pins is a trickier one. It would be better if it said "We encourage competitors bring their own safety pins to save on waste, however we will have some spare sticky tape for those that have forgotten."

I remember the JK on Brownclee Hill; whistles were compulsory. At the elite start they had provided a supply for anyone who didn't have them. I started about half-way through the field and the 50m or so to the start kite was littered with discarded whistles...
I was the IOF Elite Advisor at that event if I remember properly.... so yes I can answer. The 'no whistle, no go rule' was / is a West Midlands rule & all events were / are subject to it.... so Elite had to carry whistles. Same at BOC & BEOC last year... they were covered by the WMOA rule.... broke my heart to have to enforce it at both competitions as I think it's a load of nonsense

At a past CST Final on Brown Clee Hill I had major problems, as Team Captain, with a couple of Australians who would not/could not see the point of cagoules .
They didn't know what they were and were not keen to buy one just for that one event. In the end I managed to persuade earlier runners to lend them one.

I'm gonna be counting those whistle blasts carefully and if anyone goes for just 5 I'll assume they were just blowing accidentally.
What happens if I get to 4 and then have to stop due to dizziness/passing out? Can I just shout at the top of my lungs? That tried and tested approach has worked for me in the past. I suppose if you have one of those voice box things youll have to resort to another plan b...
Mental Note: Any more than 20 and its just an impromptu rave put on by locals to toast a Jonny Gallier/Wattok top 30 finish in the elite.
