Quite agree Seabird ~ we have a proposed 4-tier structure which I believe clubs, and their Fixture Secretaries, can work with.
Let's move forward.

Re: 4-tier event structure defined
Having initiated this discussion and read all the comments made, I think it appropriate to add my own.
Having the 'Authority to Schedule' Level C events, the regional associations should also be free to specify the requirements for those events (map printing standard, loos, traders, etc.) in their region.
Urban events would still appear to have a few inconsistencies. London should, I would suggest, be at Level A, but this appears to be reserved for events that BOF own the rights to, franchise to organising clubs and take a large slice of the profits from. I’m sure that the organisers will not want to give this level of control away, so expect London to be at Level B. Other urban events could be at Level B or C. Those included in the Nopesport Urban League should be at Level B, but selection for inclusion in the league takes place after an event is registered, by which time the event’s level will have been decided.
A small number of events, such as the Purple Thistle and Cliffhanger Ultrasprint would appear to sit uncomfortably within the event structure, but will possibly sit outside any proposed event structure.
The occasional reference in the document to Mountain Bike Orienteering appears inappropriate, as BOF are not the NGB for this branch of the sport.

Strictly, BOF is the NGB for MTB-O. However, as those who participate in MTBO will know, the role is undertaken by BMBO with whom their is an agreement.
I suspect you are right Clive, but this is hardly a great position to start from, and if this starts to happen for some aspects of the standards which perhaps you and I consider to be unimportant, how long before it starts to happen for other aspects that perhaps we consider to be more important (such as the standard of the mapping)?
Ah but precisely that has already happened with the No 1 level 1 event this year.
The failure to remap the quarried area in any adequate way hardly fulfilled the criteria for lower levels.
