For a league along the lines advocated I would argue we should include pre-nominated level 3 results. Hopefully the clubs electing to participate in the league would be prepared to upload their results to the BOF site as well as their own web site.
As the attachment suggests, many clubs have yet to decide if they wish to stage more events to level 2 guidelines . The statistics were acquired from one of the reports that are available to Club Fixtures secretaries. They relate to 2009
I don't of course know how clubs will respond to the suggestion from BOF to regrade more level 3 events at level 2 . My guess is some will upgrade their old District events ; other clubs will just ignore the suggestion and continue to stage events as before. But for a league to gain interest at club level it needs to include more events than just the currently planned level 2 ranking events

From the list you posted CC there are 112 Level 2 events. A good number to generate Ranking points and to base a national competition on I would have thought.
However, it is just the pressure from a national competition that will work in favour of both, better quality Level 2 events and, more of them. As well as the increased attendance you can expect from clubs wishing to improve their chances of a good score this time, if not to 'spoil' the chance of a neighbouring club getting a good score!
