(a) is not really any more satisfactory since the purple stripe is meant to represent a temporarily OOB area. The road is permanently OOB.
(b) also does not work since if the road colours were placed on top of the olive then none of the olive would show - other than perhaps a thin border either side. I'm also not a great fan of inventing too many new symbols / colours.
The black lines do the job but are not ISSOM - so I shall use them unless the event becomes a WRE.
Regarding the excerpts problem - I prefer the simpler approach of using partial maps. Early on I would create a linear object that defines the bit of map to be used for the event. This object can then be used to both build the final map layout and then to extract the final map excerpt.
