Story I heard was that it's being done at the request of The Elite, who apparently want it brought back into line with the WOC format. That is a rumour, and therefore is quite possibly rubbish.
The suggestion was apparently made at the 2008 Elite Competitions meeting - there it sounds like they're more concerned with increasing numbers - and approved at the Nov 2008 Events Committee meeting.

In the longer term, won't make a blind bit of difference.
JK Trophy is a club relay. WOC is a national team relay. Why on earth would anybody want to bring the two in line?

I knew this was coming. Just another pussyfication of our top relay to make it more "accessible" to people who still aint going to run it. Craney went round in 22 mins this year, the same time as the M/W48 relay. What a joke.
Still, could be worse. The UCI, not content with removing the kilo from the olympics, are now taking out the individual pursuit...
