i guess there is probably some very valid historical reason behind it - though i'm just guessing.

Shouldn't this be on the Discussion Forum, as people that might know the answers might not see it here?
In answer to the first question, I think any of Belgium, Holland, Germany, France and England can take part, but all five seldom do. Belgium seem to always field 2 separate teams (North and South - Flemings and Walloons)

You may well be right; and I've just been told also that it's only part of Germany.
The English Orienteering Council who select the teams have a web page deeply ensconced in the British Orienteering website that gives no information about the competition's origins or who the contesting nations are.

Interland is an annual 5- way match between:
England
Flemish Belgium (VVO)
French Belgium (FRSO)
Nordrhein-Westfalen (the largest federal state in Germany: Westphalia)
Netherlands
Hesse (another German state) also used to attend. I think Belgium compete as two separates because they don't really get on together (I remember the same issue blighting Belgium's JWOC team in the past).
The match started in 1995 in Belgium, with help from a grant for the promotion of international competition from the Foundation for Sports and the Arts, and was in some way compensation for the lack of Sports Council funding for English teams for home internationals. Whilst that grant money ran out after 3-4 years, the competition has continued.
As to why England only go - presumably because nobody else has asked to go, but that's a guess.

I was SOA Vice President in charge of Internationals and / or International Convenor for most of the time that Interland has been going (until 2003) and can confirm that Scotland never really considered getting involved in Interland. We were not really interested in competing against minor regional teams.

To put some of this information on the EOC web page of the British Orienteering website might be helpful. Other people than MarkM, e.g., me, might be curious to find out exactly what Interland is, and how it originated, and should be able to do so other than by this devious means.
