The point is, these things are not always in place, but we felt that they should always be at all but informal (Level 3) events.
And not everyone agrees: the SOA fixtures secretary was bending my ear recently about the "first aid point" requirement; upthread, Paul Frost didn't want to provide toilets. Not surprisingly, as these two are the major costs in small events.
I had expected some debate about whether these should be on the list, but, sadly, clubs seem to think the way to go is to just demote their events to Level 3, rather than help get the guidelines right in the first place.
