why can't we have junior rankings from M/W14 upwards (i understand it would be hard to use on JM/W courses)

The following quote from the last issue of Focus might help:
"It is inappropriate to rank athletes whose performance is based on their level of development rather than their ability. The levels of development in juniors can vary widely within an age class.
"There is a perception that the lists form the basis of a selection procedure and results in juniors seeking improved scores, which often involves considerable travelling, rather than concentrating on the development of their skills and their performance in appropriate selection races"

We all like to monitor ourselves against others thats why we look at rankings and the better we are the more we enjoy it. Being a bit of a Stato. I looked at my high scoring events last year to try and get a view of where to enter. They were all grouped together at one time of year. Nice to think I was fitter due to the hockey I'd been playing. However Trbor's analysis was that they were all relatively flay areas which were runnable! Sad to say he might be right, he knows I have an aversion to Marshes and steep hills. However I don't think rankings should be taken seriously, they are a bit of fun, and add a bit of a competitive edge.
Diets and fitness are no good if you can't read the map.

Probably because they go to lots of ranking events, and their top scores are from ones that you didn't go to... The ranking website can provide you with any individual's full scores for the year, so you could try analysing which sort of event your rival scores highly at (terrain type, strength of field etc.) and target them aggressively
Or you might just have to accept that the ranking list isn't perfect and be happy to keep beating them when you meet head-to-head

This is indeed the case - she is a lady unemcumbered by 3 orienteering children and goes to badge events every weekend as far as I can see - I'm not at all bothered but it is very difficult to get infront of her - if I was masses better than her I'm sure it would show. but it marginal although fairly consistent
