Thanks to all who replied, I now know what Interland is. Not so sure why Scotland doesn't want to compete with 'minor regional teams' as that sounds like a good description of us (numerical, not skillful)

England is a nation & apart from the Netherlands the rest at Interland are Regional Teams. There was zero to be gained from Regional matches & no finance... nation v nation yes!!!
Not saying above is present SOA Policy but it was when I was in charge.

I think you'll find that Nordrhein-Westphalen and Hessen are federal states rather than regions: they've each got their own parliament, laws and whatnot. Which probably puts them at least on the level of Scotland, and probably above England (which doesn't have its own parliament, and has to share its laws with Wales).
