I believe a "should" has changed to a "must.... else get E&CC waiver". I see various upcoming national events with controllers from within the region (e.g. quite a few of the CSC heats). Is that because:
- Those events have made their case to E&CC for a waiver?
- Clubs are just ignoring this rule?
- Clubs haven't noticed the rule change (and British Orienteering hasn't proactively communicated what feels like quite a significant change that needs forwarding planning)?
- Clubs know about this, but given it only just came out with not much warning then it is too late to do for upcoming events, but clubs would expect to do it in future?
