So if you're studying at Edinburgh University, the Physics, Maths, Biology and Engineering buildings are still fine, but Chemistry and Geosciences will be forbidden. Pollock Halls is unembargoed. Penguins and Pandas no longer accessible either.

I'm sure I'm not the only one affected, but what does this really mean? Assuming I get running again any time soon (hopefully) I am starting a new job next month which is right in the middle of an embargoed zone, am I allowed to run to work and post my run on Strava/Attackpoint? What repercussions could there possibly be?

Probably none. There will be loads of routes published on strava.... nothing anyone can do about it. But if your routes to work start going in and out of gates, dive off up some closes or fly down a set of steps not obviously on your way then maybe Freefall will get his big stick out...
The embargo has been out for at least 1 day so all the WOC2022 geeks will have made maps and studied it all on street view by now

There are instructions in the document to email the Technical Director (i.e. me) with any questions or concerns.... (or declarations etc)

As it stands, from 1 September you're not allowed to walk into the embargoed zone without permission (except along permissive routes): "access is not allowed" for anyone "who intentionally or unintentionally could provide an unfair advantage to competitors".

We have a centre of excellence for Orienteering at Edinburgh University. This has encouraged many of our best orienteers of university age, many of whom are in the GB Junior Squad, to attend this university.
We then have the brilliant idea of hosting the World Champs in this city in 2022. This of course, leads to embargoed areas, which presumably is supposed to mean that for 3 years from September 2019, any of our young GB athletes who aspire to represent GB as a Senior at those World Champs or even converse with athletes who are in the Senior Squad are technically not allowed to enter the embargoed areas, apart from using a few 'through routes'.
The embargoed areas include the train station, the centre of the city and university buildings. So, for those athletes who work or live (or both) in the embargoed areas who are not able to honour the embargo for 3 whole years, it presumably means that they cannot speak to or communicate with other senior GB squad athletes either.
This is clearly unreasonable, and undesirable.

It is impossible to police this so surely it can only be relevant to current and potential future squad members to not actively break the spirit of the rules. Anyone else who might take part in the public races should be less of a concern as far as the embargo goes I would have thought as the effort required to gain from cheating would be far greater than the actual benefit.
Or how about stating the embargo and then changing it completely two weeks before the events just so all the cheats have wasted their time??

According to Spectator Race Coordinator ... The embargo does not apply to runners in the public races.
The actual IOF rules are...
14.4 Permission for access into embargoed terrain shall be requested from the organiser if needed
26.5 Any attempt to survey or train in the competition terrain is forbidden, unless explicitly permitted by the organiser. Attempts to gain any information related to the courses, beyond that provided by the organiser, is forbidden before and during the competition.
26.6 The organiser shall bar from the competition any competitor who is so well acquainted with the terrain or the map, that the competitor would have a substantial advantage over other competitors. Such cases shall be discussed and decided after consultation with the IOF Event Adviser.
After some discussion in 2015, it was decided that "organiser" meant Technical Director. gg has that job for 2022. As gg said above, it is possible to have a dialogue with the technical director about the embargoes and it appears that significant flexibility exists within the rules.

On that basis, Edinburgh will be empty from 1 September.

Too busy geeking World Schools, the JK, the British and preparing a presentation on 'Race Preparation' for a training camp, but should have a fully interactive 3D virtual model of the WOC areas finished by the end of the month
