Appears to indicate that the kit was all working properly, and any mispunch (or this one in particular) was the fault of the competitor.
Perhaps more interesting is the last comment:
This presumably has some relevance to this particular event. But for major events surely we should be encouraging juries to do whatever it takes to reach a decision on the day? If we want to be taken as a serious sport it can't look good to say "we had the national championships today - we'll let you know the results in a few days time...!". Quite apart from a non-decision creating hassle for organisers with trophy / prize distribution etc."We would also remind Event Juries that, in order to have the opportunity to obtain as much information as is possible that can be collated and discussed regarding the appeal, they do not have to make a decision on the day and that, on occasion, it is detrimental to do so".
