I think thats reasonable given that there have been some restrictions on juniors competing eg No junior races at Crewe, juniors needing shadowed at Brighton, which do limit opportunities.
Getting a good geographical spread is also good and getting a few sprints in there too always helps (Chester was a great example of a well attended sprint race with two good races for the U12s).
