Seems like a good idea. "WOC urban" could come to places like London, Paris, Rome, New York etc which would be good for spectators and publicity, and could give more challenging urban terrain.

I've never really liked the idea of a 1-year WOC cycle, so this is (imo) the best of both worlds. It might favour specialisation more, but that's happening more and more now anyway...

All my elite friends in the current generation tell me "urban" isn't proper orienteering.
(Just like all my elite friends in the previous generation told me sprint wasn't).
Seriously though, it's a good idea, just like it was last time, and its unsurprising that its come back in the year the IOF CEO and Sport Director quit.
But soon enough, both "forest" and "urban" WOCs will be annual affairs.

Worth pointing out that BOF, after consultation with athletes and coaches, voted in favour of this last time it was proposed.
I also think it's a good idea. I wonder whether they're also proposing to reinstate qualifiers for forest middle and long? And there are far more countries with the terrain and resources to host a decent sprint/urban WOC than a forest WOC, so it should be good for spreading the spectacle of international orienteering around outside the usual suspects.

This was proposed and supported a few years ago.
I think the main sticking point is the Scandinavian countries. The rest of us would be happy to have alternating WOCs. Makes somplete sense to me!

On the contrary, I think that the Scandinavian Federations are pushing this proposal - at least they were a year or so ago. For example, in April 2012:-
During its meeting the IOF Council considered the different proposals. The proposal from the Nordic countries, to have a “terrain” WOC and an “urban” WOC in alternating years, implies a radical change of the programme, the consequences of which are largely unknown at the moment. The Council is not prepared to support the proposal.
Things have moved on since then and the climate for a change seems much more favourable now.

I reckon Tom Hollowell has a lot to do with it. He's the new IOF secretary general, likes to shake things up. IOF is also swapping over their entire admin structure including closing the Helsinki office. World Cup will be next.

Here are the original (2012) proposal from the Nordic countries to have separate sprint and forest WOCs and the minutes from the 2012 General Assembly where it was voted on: 16 countries voted in favour of splitting WOC and 20 against.
The minutes don't include details of who voted which way, but based on comments recorded in minutes it looks like:
