Why on earth should it do that? It might possibly happen, but in all likelihood? You're an M/W18 who, according to this hypothetical scenario, is not the best under-21 in the UK at present, going to compete against the best under-21s in the world? If you're the best M/W18, the chances are that you've already had experience of EYOC etc. Anybody who went in that situation expecting (as opposed to setting dream targets) to perform at or near the top would have been very badly set up by the coaching team - and i'm sure they're not going to do that.
But, what we're actually talking about is having a team with three (3!) empty spaces, when only one of last year's team has moved on, where most are W20s who aren't eligible for EYOC, and where they've pretty much all (including W18) experienced EYOC before.......
