Genuine query about the current levy situation (aware this may change)
I've been asked to arrange a couple of low key O events:
1. A very small intro O event in a park as part of the park's 100th birthday. I'm thinking an easy micro sprint suitable for kids/families with a 1:1000 map
2. A fun event at a primary school BBQ.
Event 1 I would register as an open event (for insurance purposes if nothing else). Prob £2 entry per map. Is there a convention regarding how you count families for levy? Is it usual to count a family as a senior or a junior for levy purposes?
Event 2 would be free. The people pay for entry to the BBQ which is a fundraising event for the school. I am inclined (if I do this one) not to register it at all - and just ensure the school cover people for insurance (there are other more dangerous activities going on as well). Or could I register it as an activity even though its nothing to do with the club? I cant register it as an event and risk the club having to pay a levy when its nothing to do with them.
Any advice on similar situations?

The BOF guidance on levies says:
Although groups of people taking part together (with one control card, SI Card, e-brick etc. between them), shall be regarded as participants in their own right, they shall be counted as one for levy purposes. If there is a junior within the group, the group shall be regarded as a junior competitor for levy purposes. Consequently, members of a group taking part should be included in the participation figures as follows: the first member of the group should be included as a member or non-member participant, and the remaining members of the group should be included within “string and other”.

Personally, I think this would probably fall under "activities", particularly if you're not publishing the results. But, as has been said elsewhere, the dividing line between "events" and "activities" is not always clear.

The system currently in force (at least until 31 Dec 2012) is:
First 65 participants - no charge
Participants 66 to 210 - £2.20 per participant
Participant 211 onwards - £3.60 per participant
with three juniors or full-time students counting as one participant
The system proposed for 1 Jan 2013 onwards is:
£1 per participant
with three juniors counting as one participant
