Forbidden Boundaries in Urban?

I saw Santa & his reindeer crossing an 'uncrossable fence' on Saturday night. He seemed to have flown over the top of the fence! This is obviously against the rules so rather than void Christmas entirely can I suggest that we withdraw that split & those affected at the control at the end of the leg return their pressies??????

Ah but you forget Santa isnt governed by ISSOM rules but by ISOM (International Santa On the Move) guidelines, which state that all boundaries are crossable unless someone has been naughty, in which case their chimney is OOB (mapped in red hashes rather than olive green in case of late good behaviour reprieve).
