Yes! I went in 2008 and found it a fun event with varied, interesting areas. One day was on an island and part of Asia, the rest on the mainland.
The Night Sprint was a great experience, with the second level providing an extra challenge. It is completely dark so you need a good headtorch. The bazaar is also worth a visit in the daytime and shows a completely different atmosphere - crammed full of tourists, locals and those selling their wares.
There were event buses going from the centre of town to the races each day (which took ages in the heavy traffic) and a nice competition atmosphere. The end of event party on the boat was very good fun. We chose our hotel from a recommendation on the event website (as these are close to the bus pick-up area). I don't know the name of ours but I wouldn't pick it out as being fantastic as they messed up our booking.
Lots of beautiful buildings to see and stray cats to play with. Maybe swimming/paddling opportunities after the competitions.

Went in 07 and would echo SJ's comments above, great event with varied areas and a great atmosphere at the events and the party.
We stayed at the hotel where the event centre was which was really nice and handy for everything, both event wise and seeing the city.
