I remember a couple of years back when they introduced the idea that neighbouring clubs could join up to get a competitive team into the UK Relay League, and a few teams have done this in the past.
However, i was under the impression that this was done so that clubs who did not have enough members for a full team could run. Can anyone clarify as to whether a club can run with another club AND have a club solely of their own team in it as well (who might not be quite so competitive).

There's nothing in the guideline to say they can't - just that it is intended to increase the number of "fully competitive" teams, and that neither club can have finished in the top 10 overall UKRL in the previous year.

is there any rules on which club - because then EUOC and Gramp could join and kick the asses of the others

on the other hand, it says a "common sense" approach to determining what constitutes geographically adjacent clubs will be used...
