Do some searches for HTML, thats the basic pack. If youd like to really spice it up, get a book on javascript, youll be able to stick applets on your site.
Or if you can get it, microsoft frontpage is pretty good, you put in everything and move it around like microsoft word, and it'll translate it into HTML.

Or you could pay me to do it
On a more serious note, frontpage should be fine so long as you don't start adding complicated (and flashy) features. Under no circumstances should you use Microsoft Word's 'Export to HTML' feature. If you want to learn how everything works one of the best websites (and one I use regularly) is w3schools

In fairness, at the moment its jobbie. I had to take a load of crap i had on it for an assessment. Ill put it back up now in a bit. I had one of my friends faces floating all over it, about a million of them! Its great! Pissed him off so much!

if you want it to look pro, dont use frontpage. its like 'word' for webages. it does a job but its not good. also dont do it yourself. if you have never done it before, you cannot make something that looks properly pro. no offense, but you cant.
pay the best people you can afford.
if you still want to learn anyway, try these
design inspiration - try the sites linked from here - http://del.icio.us/nonimage/showcase (all sites are showcase for design sites)
building it with software - http://www.macromedia.com/software/dreamweaver/ is probably best, and has a 30 day trial.
basics of code - http://www.htmlgoodies.com/primers/html ... hp/3478131 and related articles were really good when i started.
of course, cheerfactory (me and pyrat) would be happy to discuss doing it for you if you would like

I assumed it was still going to have the floating heads when I sent the link.
Alas you have removed them.
