Excellent point - its always annoyed me that the guidelines seem to assume an ideal forest and give no hints about compromises. I always plan/control to the physical difficulty first (which I suspect is now in my memory rather than the guidelines), then do the best I can with TD given the constraints. I'm also guilty of putting the best control sites on the longest course, as that's usually the one I plan second (after the shortest, which dictates the start).
