Are RDOs worth the money?
As the AGM booklet says (not very prominently) the reason that there is a proposed £40k increase in membership fees is largely to pay for an increase in Regional Development Officer (RDO) time, effectively forcing the clubs to pay for them because clubs haven't been interested in paying them directly as originally proposed. But are they worth the money? How much good has your RDO done for the development of orienteering in your region?

The Strategic Plan (specifically section 5) explains the role of RDOs - in practice the funding stream which enabled them to be appointed in all regions already was linked to the PESSCL programme, so their current work is essentially with schools. The Strategic Plan states that "Clubs and Associations [would] need to be convinced that they would get value for money and have control of the RDOs" which I know is not universally true.

Looks like another case of BOF being English here If the membership fee increase is to cover cost of RDO's then the Scots will be paying an unfair & unjust English tax!

I think that not all the RDO have gone on to the final stage of their work yet, ie they are still at the phase of training teachers and mapping schools rather than organising competitions and providing links with clubs yet as most regions did not have a pre-established structure which they could work with right away. This could explain why you don't all see what RDOs are doing yet.

You have a gripe about one? At least three of the RDOs were in post when it was my job to manage them (18 months ago now - wow time flies when you're enjoying yourself!), and they did a brilliant job doing just that sort of work and a lot more besides, especially when one considers they were only part-time. A general complaint, which is what this implies, would be grossly unfair and inaccurate.

I would like to make clear that I did not start this poll to encourage general anonymous criticism, nor for comments about specific RDOs. If you have a concern about a particular RDO it would be better sent in the first instance to their line manager, Hilary Palmer or Peter Bylett (and I would suggest also copied to a relevant Association representative).
My primary concern is with the fact that the membership fee increase proposed for the AGM is primarily to fund an increased amount of RDO time. In my opinion the "convincing clubs and associations of value for money" criteria expressed in the Strategic Plan has not been met, because most ordinary orienteers (the ones that will potentially pay for their increased salary, remember) don't really understand the work they have been doing and how it benefits them.
When the Strategic Plan first appeared, the RDO idea was discussed at length at EAOA committee, concerns were raised about the expectation that clubs would fund some of their time, and our regional vote was against its approval. (how much did other regions discuss it?) Now it looks like the club contribution is being sneaked in through the back door - this also has the effect that gross notes of making BOF members in the other home nations pay for an English initiative.

Can't talk about the accuracy as we dont have one up here, but it is perfectly possible for someone to be doing a pointless job as well as it could be done. The criticism is then not directed at the RDO herself, but the decision that such an appointment was worthwhile.
