I believe not clearing means the start punch will not be updated from the last start punch. If you're relying on a start punch for timing then you don't have much choice but to disqualify. There's something in the rules about it being the competitors responsibility to ensure they have correctly recorded being to each control and I guess you could argue clearing is part of this responsibility.

Yes me too. JK for example except on Elite. I think if you're going to make it competitor responsibilty then you need to give us the tools. That said I had a failed unit at last year's JK so duly punched the map, then they didn't want to see the punch. I guess once they know it's not working and you've been to the other 20 odd then chances are you've been to that one!
