I think your falling in the same trap here. An awful lot of that grant funding goes into putting in place conditions to obtain the grants funding (which may or may not be cost-effective for developing the sport). e.g. the latest membership restructuring has been initiated by the sportThingy requirement that we have a centralised membership scheme.
To a large extent (and this is true across many sports), the admin brings in grants to support the admin, while the clubs bring in money to support themselves and stage the events. But surely if the majority of our income comes from the government sportThingy via BOF, there should be a net flow of money from BOF to the clubs, not the other way round
