16-seaters can only be driven under the "community use" concession - there must be no element of "public hire" or profit. Usually school or Uni bus insurance follows that rule too and insists on an additional test (usually organised by the authority running them).
Who runs the public buses in Lichfield? - if it is a big company like Stagecoach they might be persuaded to run some additional services.
chris i really dont doubt ur knowledge on this subject that much, but r u absolutely sure?
its just that i have driven minibuses with no extra test (im 23) and have never been asked to prove how old my license is, or if i have done anothe rtest etc. and this is from a proper hire company chain.
is this 16 seater community only rule for all 16 seaters in the land? even ones from hire companies? seems a bit starnge. forgive me if im missing the points here, i have stared at a computer for too long today/

You're both right - the law is different for people with a licence obtained after 1/1/1997; their licence is not valid if they are being paid to drive the minibus - which would include a teacher taking the kids out, but not an 'O' volunteer.
