You presumably have not noticed that in Scotland only closed clubs pay an annual club fee (i.e. only uni clubs).
The idea of leaving it up to clubs how to raise the money is a good one - this scheme allows for raising income through increased club membership or event fees or event fees on non-members or other income, however a club sees fit, which surely much better than everyone having to do it the way BOF says.
It should be tuned by club size and revenue-raising potential though. Clubs like KERNO and ECKO shouldn't be penalised for low participant numbers because their areas are hard to get to. Uni clubs shouldnt have to die if they have a few years of low membership.
