The new rules dont really make it simpler for the organisers to produce start lists. Previously you had to write the software in advance and test it at leisure, then press a button on the day to generate the start list. When a series of experienced organisers fail to deliver a format, we have to accept the problem is with the format rather than the organisers.
Its very unclear to me what are the benefits of making the startlist on the day. If you want each class to build to a climax with the best runners starting last, you can just use the ranking list for round 2, and make it the competitors problem to pick up the A or B final map (which it already is).
