That is interesting and I hadn't realised SEOA had considered changing the league format.
Maybe this could be revisited by SEOA? Junior numbers at SEOA league events aren't good so there may not be much to risk by making changes.
I would suggest an individual league for M/W14s and under where any junior of any age can run any of white to light green at SEOA league events, and simply have light green/orange/yellow/white leagues. Maybe score 100 points for a winner, 99 second etc. Possibly separate male/female leagues. Reasonable shadowing allowed. No pressure to move up until a junior feels ready. Quiet words from club coaches for any junior who is overly ready to move up etc (that's how we do our local Kent league).
Everyone else could then have an individual league based on ranking points and run whatever course they want.
For the club league there could be advantages to having separate junior and senior leagues. Extra winners for a start and clubs with a strong junior section (eg GO) might be able to win whereas they have little chance of winning the top league now.
