Re: Tier 2 Vs Tier 3
Not sure we are comparing like with like, with golf and orienteering, which becomes more of an issue when the Tier meet outside rule falls from 6 to 2 (T3 to T4), and there are more than two people doing all the on the day tasks. There again, if it's two or less organising, and in O we routinely compete alone or with members of our bubble, there is an argument that it is better in many ways than golf, and perhaps less so fleetingly around the start and car park.

Re: Tier 2 Vs Tier 3
When the first lockdown was lifted and golf was allowed again, those at my local golfcourse were certainly not adhering to the rules. I think it was max. 6 together at the time (it changes so often I forget) but there were frequently 12 or more in close proximity chatting whilst waiting for tee 1.
I was legal, on socially distanced solo runs on the public footpath which crosses the course.

A lovely story, but completely meaningless.
You saw a group of people who had made the decision to flout guidelines, they happened to be playing golf. You were a person who was following guidelines, you happen to be a runner.
None of that has any reflection on those activities and their Covid-19 mitigation strategies.
Plenty of runners and orienteers have broken guidelines as well.
