Certainly they aren't covering insurance!?

I suspect you're confusing online virtual orienteering events like Orienteering Unlocked and Catching Features competitions with events that use GPS timing and tracking such as MapRun. The confusion was the original theme of this thread, but BOF seem to be ploughing on using the 'virtual' label regardless!
Of course events organised by BOF clubs that use MapRun or similar technology for timing ought to pay levies if they charge entries and I assume would be covered by BOF insurance. They are after all just events that use gps timing. If they're permanent courses then they should be treated as any other POC which I assume don't pay levies.
There are grey areas, for example MapRun courses post results, some are semi-permanent and most don't charge entry fees, some provide printed maps and start intervals, others are DIY. So where do you draw the line? It seems BOF are suggesting its the entry fee charging that triggers levies. Is that the same for all events? I thought that an event with results triggered levies even if no entry fee was charged, if so then that should be changed for consistency, also some permanent course charge for maps, does that mean they incur a levy?
I think the rules on levies need to describe the type of event and not have different standards based on the technology used.
Its not clear whether BOF intend to charge levies for online virtual orienteering events - as you suggest insurance doesn't make sense, but that's not the only service provided by BOF.

As far as I'm aware, there's no intention for British Orienteering to charge a levy on Orienteering Unlocked or Catching Features competitions. This change is to start charging a levy on "events" that use MapRun, UsynligO etc, where the organising club charges an entry fee and publishes results. MapRun is effectively just another electronic punching and timing system, like SI or Emit.
buzz is right that we'll need to look again at the definitions in the slightly longer term - we'll need to ensure they properly reflect the way orienteering is evolving. I imagine the post-COVID future will continue to have a lot more (volunteer-light and infrastructure-free) "MapRun events", and probably fewer (volunteer-heavy) "traditional events" than we had in the pre-COVID times.
