Event or score weighting depends on what you are expecting to achieve with the weighting.
I have been involved in setting up scoring/ranking systems in a few sports (not always official systems), and there is a stark difference on whether you want to 1.) understand the relative strength of the sportsperson versus another one (in other words, a reliable predictor of whether person A would likely finish ahead of person B), or you want to 2.) set up an event system that encourages participation in a particular way.
No. 2 is usually a system that is used by sports organisations to be able to "nudge" competitors to attend certain events or a number of events - for example, making certain events more "worthy" or in some cases almost a requirement for people to attend (e.g. if their national team selection is dependent on attending and so likely achieving a reasonably high score).
Neither system is right or wrong, but they achieve different outcomes. It is very important to be cognisent of what you want to actually achieve and then analyse what the consequences (including the incentives) will be.
uplifting a certain event's scores in any way is essentially an incentive for people to make extra effort to attend. I know of a country's scoring system (in Orienteering actually) where such a weighting is actually applied to the score itself (not within the contribution) and it works fairly well in that the field tends to be quite a good one. Note that applying this to the JK is probably not necessary, in that I suspect the field is quite packed anyway in most classes. Not so sure that it would work for the elites, though, if the squad selection criteria is not heavily biased on ranking, though.

Given the problems that we have had, would it not be sensible to get everyone to run their courses again. We would then be able to either confirm the accuracy of the first results or demonstrate that the results were wrong the first time. Of course some people might be upset with the second set of results and demand that everyone runs their courses a third time. Oh dear, this might take some time to sort out...

A friend alerted me to a post on World of O. It seems the Finnish Sprint Relay Champs also suffered from problems with Emit touch-free punching.

The new software that Cambridge exam board is using needs the same technique as touch free Emit. If you click on an annotation then dash away too quickly, it hasn't registered and you are still using your previous annotation.
