When Andy & Chris commentated on the British Champs in 2017 they were paid, as I understand they are for providing this service.
Cannot comment on JK2019 payments . . .

First of all, thank you for coming to JK2019. We hope you had an enjoyable
weekend of fine weather and good orienteering. The organising team and
hundreds of volunteers did a fantastic job in organising the event and
arenas and the weather was extremely good to us.
However, we recognise that the publication of results and subsequent prize
giving did not live up to expectations. We sincerely apologise for the lack
of results, the delays and cancellation of the Prize Giving over the
weekend.
Our plan for sorting the results is as follows:
1. The organisers and EMIT have been reviewing all the results as a result
of a variety of problems over the weekend and will publish a set of
provisional results by 14:00, Wednesday, 24th April.
2. Provisional results will be sent to the Day Organisers, Controllers &
Coordinators for them to check by Friday 26th April.
3. We ask you to review your own result via the link on the JK website and
email EMIT ( allan@emit-uk.com ) with anything that you think is still
incorrect. We ask that you do this by Sunday 28th April and then we will
endeavour to sort out any remaining issues.
4. We will publish final results by the close of the day on Monday 29th
April.
We would like again to apologise for the problems we had and hope it did not
detract too much from what otherwise was a great competition.

However, I thought having a single water point at Cold Ash was not right. It was boiling hot so I went there twice (out and back), despite it not being on the optimal route - cost me about 1m and then 30sec, but I didn't want to risk dehydration.
Water stops really should be on the optimal route, or very close to, and given the easy access to the area there's no reason another 2 or 3 stops couldn't have been put out - for example, on one of the Bucklebury roads. Yes, it's manpower, but if needed I'm happy to fill my own cup as long as someone has deposited the water in the first place.
