Why not offer them something for their club/BOF membership? Eg club training sessions only open to club members, social events ditto etc.

I am thinking of the many individuals and families for whom orienteering is only a once-a-month activity. They happily attend say 7-8 events /activities a year offered by their local club, but don't venture further afield. They are not bothered about championships, rankings, incentive schemes, member discounts, or probably even third-party insurance. In all senses of the word they are "local" members. Given there are less than 5500 people on the ranking list, then even allowing something for juniors, such people might even be 20-30% of total BO membership.
We do offer similar benefits to the above, for club membership. But a few years ago it was easy to "sell" BO membership as well, because they could easily foresee themselves attending 3 events in the year. Going forward it will be more difficult - many will not think national membership worthwhile, because even if they end up attending 8 events the benefit is marginal.

My club has just started a coaching series aimed at newcomers

4 coaching sessions with a cost of £20.00. Completion of the coaching gives club, assoc and BO membership for 1 year, free entry to the club’s first 4 summer series events (entry fee is £5 per adult), plus a How to Orienteer book.

Sounds a great way to get newcomers, educate them and encourage them to return. I am sure it will work out well.

Is there still the option to only join club & association, or must everyone join club, association & BO?
I only ask as I have looked at a local club's event details and it says
Senior £8 (BO Member), +£2 if not BO member
But if I belong to a club and association within my region and do not venture out of the region (wales is big!) and like many part-time local O'ers don't travel over the bridge (even though it is free now) do I really have to pay the BO membership?
Or does this come back to the insurance question? But I thought that was all about novices not joining a club etc

It depends on the club or association. Some clubs prefer not to bother with individual membership and let BOF do all the admin.
There is certainly one association that positively encourages local membership.

I would have thought that for most inhabitants of Wales that large tracts of England are easier to get to than other parts of Wales.
