Calling full body cover a "non-solution" is kind of short-sighted. If there are no scratches, then there is also no way for the virus to spread through shared washing facilities. And it's much easier to prevent orienteers from starting in shorts than it is to prevent them from going for a swim in the same lake after the race.

The full body cover rule was introduced, it seems, in order to reduce the risk of carriers of hepatitis B transmitting the disease to others. This seems subsequently to have been construed as a rule to prevent individuals from exposing themselves to other health risks, such as tic-borne Lyme disease. The value of the first depends on the probability of this form of transmission (and could be rendered moot by the exemption of short sleeved tops), while it could be argued the second is matter of personal choice. I'm guessing this latter is the position taken by some national governing bodies.
