OK, while the fun and games of Home Internationals is being discussed in another thread I was wondering if any of the regulars knew of any additional rules for SHIs beyond those in the SHI link on this page:

The doc there does refer to HI Guidelines for eligibility - where are these, and what else is described in them.
I'm looking for best practice on start blocks and intervals such as:
* Gaps between the Elite start block and the block for "others"
* Start interval between 2 on same course, 2 in same country
* Are a nation's start slots filled by the team captain, or are X names placed
randomly by the organisers?
Also, has someone already got a nice spreadsheet to add up all the results or does each organising team write their own each year? [ISTR mistakes been made in the past which I'm keen to avoid]

Would post the originals.... but that was before computers.... or some amendments... but since they were made up to help Scotland win I'm sure they are not 'PC' any more...
Back in the day running order was down to the teams..... and should remain so...
We also used to have a meeting each year at the SHI to sort out rules & regs for the next years HI's. The host TM of the SHI acted as chairman...... it was never a BOF controlled series in those days...

SHI in 2014 was a World Ranking Event so the start list defaulted to WRE rules. We gave the teams the option of prerunning the WRE, but they turned it down

If BOF isn't the owner of the rules then where are they defined.
I've got the stuff on the BOF website, but I didn't see it mention that TM's could choose their team's start order.
As the controller I'd find it handy to have access to all pertinent rules otherwise how can I check stuff?

thanks - has this been changed? I'm sure I was on the same page a day or two back and it just had the BOF links on it.
Anyway, I see the pertinent wording is:
"14. There should be at least a 3 minute gap between starters on the same course. Start Times should be allocated to teams by rotation (order by ballot) and provided to Team Managers prior to the event in order that they can, in turn, provide the organiser with competitor information (eg BOF number, first and surname, electronic card data)."
This doesn't however answer:
1. Should each CLASS have the same rotation as the other ones; i.e. if it is CYM/ENG/IRL/SCO for M21E then is it the same rotation for W21E; or should each have a separate ballot?
2. It sort of hints that the TM by filling in the names/etc that they effectively choose the order, but it doesn't state that. I have seen these words before and my reading of it was that the TM gets given a start list containing things like ENG2/SCO1/CYM3/IRL2/ENG1/etc - where the order numbers were randomly allocated and referred to alphabetical order - so the TM couldn't pick the exact team order.
Is it definitely the case that the TMs pick the order of who goeswhere once the slots have been randomly allocated?

After days of reading this thread it has occurred to me that I came up with the start list for last year's SHI. All my workings are at home but this is how I think it worked.
1) each class had a different start order. This seemed fairest - if any team felt that there was some injustice in the start order you wouldn't want it to be replicated across all the classes.
2) Having allocated the start times to each country the TM got to choose which of their runners took each slot. I have run a few HIs at all ages and my recollection is that it has always been done this way, but I could be wrong.
Nobody complained. I told the TMs beforehand what I was doing and they seemed to be happy with that.

Ditto 2014. There was an ambiguity in the pre-2014 rules which allocated 'individual points', then 'team points', then said that the winners were the ones with the highest "total points". TMs agreed that "total points" should not include 'individual points'. You can figure out for yourselves how that would "help Scotland win".
