The opinion of the board of the Swedish Orienteering Federation is that the issue of different winning times is relevant from more than one perspective and that both genders must be valued equally, partly for gender equity and partly from a physical aspect whereas there is no reason for women to have shorter competition time than men.
The board of the Swedish Orienteering Federation proposes to apply the same winning times for international championships and world cup, both for juniors and seniors for FootO and MTBO.
This proposal is tabled for the next IOF General Assembly, the complete document being available here.
Wearing my IOF hat, I'd be very interested to hear reactions to this proposal (one aspect of which is that both men and women would have WOC/WCup Long Final WTs of 90-100 minutes), especially from those with a particular interest in elite racing.
