I think these days to get an IOF ID you create an account at http://eventor.orienteering.org/. At least I know I have an account there, and if I look at my profile it lists my IOF ID.

Makes sense in a sport where the vast majority of participation is not via competition, compared to orienteering where the vast majority of participation is during competitions.

IOF website says "The International Olympic Committee (IOC) expects all recognised sports federations to have a regulation framework for athletes" so it looks like another consequence of the Olympic fantasy
